REQUEST No. 1: Larry Tschetter Camp Friendship Director talked to us about Archery Equipment for Camp Friendship, Camp New Hope, and Camp Eden Wood. Over 1500 kids and adults go thru the camp each summer. They are asking for 1 set for 2 camps, 4 right hand bows, 2 left hand bows and 5 dozen arrows and extra equipment or about $1800 for the 2 camps. Motion was made and seconded to buy the equipment, motion passed.
REQUEST No. 2: The North Fork Crow River Double Beards is asking for $25,000 to help purchase 240 Acres in Sterns County south of Belgrade. The property has been accepted by the DNR but further details were required so the motion was tabled until those questions were answered.
REQUEST No. 3: Redwood Falls Chapter would like help to purchase 192 acres in Redwood County called Whispering Ridge. No details were listed so a motion to table was made and passed.
REQUEST No. 4: Brad Cobb requested a donation to the Southwest Initiative Foundation Coalition for administration purposes for the Green Corridor along the Minnesota River Valley. We do not support administrative causes so the motion was denied.
REQUEST No. 5: The Sauk Valley Gobblers is requesting a Super Fund transfer of $12,500 from a local Conservation Group for Food Plots; motion to accept was made and passed.
REQUEST No. 6: Pine County Thunderin’ Toms is requesting fencing around Bur and Red Oaks which were planted with Super fund money several years ago to protect them during their growth periods from deer and other wildlife. Motion was made and seconded to give $3,600 was passed.

President Sloan called the meeting to order and lead the group in the Pledge of Allegiance.
The agenda was presented; motion to accept was seconded and passed.
President Sloan gave his state of the organization address. He informed us that the NWTF is just shy of ½ million members, of which there is a 50% turnover each year. The NWTF will be ordering new trucks for each of the RDs and wants them not to use any trailers. They informed us that they would be cracking down on “bad chapters”. Each Chapter is to make money or they will be combined with other chapters. There were 468 banquets that did not pay their bill to National at a loss of $655,000. There are approximately 35,000 sponsors, 42,000 WITOs, 17,000 Wheelin’, 180,000 JAKES – bought mostly at Banquets, and 135,000 Regular Members. We also had 45,000 people move thru the National Convention.
President Sloan made the following appointments for 2009, Rod Brasel will become the Fall Raffle Chairman, Joel Fixen will take over as Website Chairman, Bill Kresl will handle the Youth Hunt, Kevin Kuehl will become the Scholarship Chair, Kelly Niemeyer will remain as the MOHA Liaison, Dick Snyder will remain as the Sponsor Chair, and Larry Stcynske will remain as Sergeant at Arms. Motion to accept the above appointments was made and passed.
SERGEANT OF ARMS REPORT: The RDs have given their list of property to Larry, who will present the list to the Board in the future. Larry will store inventory at his shop if the trailer he now has at his shop is sold. Wayne Weiner has the Handicap Blind Trailer at his place. There is no By-Laws Report.
TREASURERS REPORT: There is a balance of $30,000 in the State Chapter Checkbook. There was a question about the extra signs that were made for the RDs for the Banquets. Some of the signs had wrong spelling on them and the order was for more signs than the Board had previously authorized. A motion was made and passed to pay the extra amount if the signs were corrected and the bill was correct. The bill is for $13/sign instead of the $12/sign and 100 signs instead of 70, 70 signs are needed.
The State Convention is scheduled for January 22-24 2010 in Mankato.
SPONSORS REPORT: There is still a couple of RDs left to report some of their Banquet Sponsors. They need to send their checks to Dick, not Eugene or to the RDs. The Sponsor Program had a profit of $13,400.
SCHOLARSHIP REPORT: Larry reported that there were about 30 applicants and announced the winners. 1st Place was Rachel Thelen, Park Rapids, MN; 2nd Place Nathaniel Klair, Coon Rapids, MN; 3rd Place Erik D. Smith, Henning MN.
SEED CORN REPORT: Wayne reported that 861 bags of corn were ordered which amounted to a full semi load. All the money had been collected and there would be 2 drop off points, Dan in Nisswa and at Wayne’s in El Rosa. March 10th will be the order date and the corn should be in State before the spring planting.
FALL RAFFLE REPORT: Every thing is squared away and all prizes picked up. I will pass all the info on to Rod so he can continue the current program. There was talk about giving away a hunt of the lifetime thru Outdoor Connections with a value up to $5,000. No action was taken at this time, but it should be considered.
STAFF REPORTS:
Biologist Dave Neu: Dave trapped and transported 24 turkeys from Wisconsin to Erskine. The Lessard Heritage Fund money must be spent by this July, there are 4 groups, Forest, Grassland, Aquatics and -------------. There are 4 groups within the Forest group and $3.8 million to spend. There is 1000 acres in the Upper Minnesota River Watershed; they have hired 3 people for 2 yrs. He explained the difference between LCCMR which is Lottery Funding and Lessard which is Sales Tax Funding. LCCMR –Stage 4, acquisition in Aitkin for land is not complete and may get turned over to another Conversation Group. Stage 5 is the Bluff restoration which $70,000 was spent on clearing and SOS where $15,000 was spent on ordering trees for planting. Stage 6 is just an extension of Stage 5. The North American Woodcock Plan overlaps our Turkey Plan and we will benefit from it.
RD Todd Fairbanks: Not here at this time, but reported that his Banquets have held there own. RD Eric Linder: Not here. RD Cara Madsen: She has had 2 Banquets and both are up in participation. She has had 1 WITO event and that was up by 30 and the State Event in May is also looking up.
RD Steve Merten: Steve has had 10 Banquets, 6 in the last 10 days; it looks like there are up as a whole. RDs Tom Glines: Tom reminded everyone that National is requiring all receipts this year for all expenses. The smaller Core Package seems to be helping out.
The Youth Hunt had 350 kids apply and there are 308 mentors available. A motion was made and passed to purchase “First Turkey Hat Pins” for $1.25 each for all those Youth Hunters who were successful in bagging their first bird during the Youth Hunt. There were 100 youth the first year, 200 the second and now 300 for the third year, with about a 40% success rate.
58,000 people applied for the Spring Turkey Hunt. There are approximately 75,000 turkeys in the State.
The Sport Show has provided the MN NWTF with our own room, called the Turkey Room, it should create lots of attention. There will be a calling contest on Sunday.
The National Convention was great, the exhibit hall was filled and the economy did not affect our Convention.
MOHA REPORT: The lead issue was thrown around but fizzled, but should not be ignored.
DNR UPDATES: The Turkey Technical Committee has 2 Biologists from each State; ours representatives will be Bill Penny and Eric Dunton. Things that were discussed will be supplemental feeding, lead ammo, and the decline of birds in the Southeast and nuisance birds.
George ------ addressed the board and told us about the different research projects around the State. The Food Habit Study has taken 32 birds so far, 8-9 in the forest areas and the rest from agricultural areas. The forest birds weigh 40-50% less than the agriculture birds.
The DNR clarified the shot size to 4 or smaller, it had stated smaller than 4 shot.
The spring Hunt will have 42,000 permits available and 3 new turkey hunting zones.
The 2008 Fall Population Survey (Deer Hunters are questioned) was used to halt the Trap and Transplant Program; the DNR plans to wait for the 2010 Survey results before they make plans to restore the Trap and Transplant Program, questions followed about the T&T. Chad’s research was designed to determine survival rate, it was not a study to determine how to fill in the remaining release sites and quit the T&T. The 2006 Fall Study over seeded the 2006 Plan and the 2008 Survey will not be used to release birds in areas of need.
OLD BUSINESS: Disabled Hunt, April 26-27 at Ironwood Springs south of Stewartville has 9 hunters and we are trying to get 12 hunters and mentors.
Motion was made and seconded to give 3 box calls to outgoing Board members, John Carlson, Andy Illies, and Ralph Koellen. President Sloan said he would take care of that.
NEW BUSINESS:
Legislative rules pending: Over the counter licenses for everyone for the last 2 seasons in 2010, same as archery. A proposal to make the Fall Hunt licenses a full 30 days and also be available over the counter. Also being proposed is an over the Counter license for 12 and under for Seasons D-H.
The 2009 Board Meeting are scheduled for Saturday, June 27; Sunday September 13; Saturday November 21; State Convention January 23-24.
The State Board Meeting notices will be sent out by the secretary, the President will determine the location.
Dates to remember: Motorized Bike Rally will be June 13th Youth Day in Crookston September 20th Twist of Fate Hunt September 24-26th.

2009 Scholarship Winners

The selection of the 2009 NWTF Minnesota State Chapter Academic Scholarship winners has been completed. A total of 30 chapters had their local selection submitted by the deadline of February 1st to the NWTF State Chapter Selection Committee.
1st Place with a $1,000 State Chapter Scholarship Rachel Thelen, Park Rapids, MN She attends Park Rapids High School Sponsoring chapter was Tall Pines Toms, Park Rapids
2nd Place with a $500 State Chapter Scholarship Nathaniel Klair, Coon Rapids, MN He attends Centennial High School Sponsoring chapter was Fightin’ Toms of Cedar Creek, St. Francis
3rd Place with a $500 State Chapter Scholarship Erik D. Smith, Henning MN He attends Henning High School Sponsoring chapter was Ottertail Lakes Chapter, Ottertail
Each of the above winners will at a minimum receive in addition to the State Scholarship, a local scholarship of $250
Prior to awarding the 2009 Scholarships the Minnesota State Chapter has awarded $167,500 in scholarships to graduating Minnesota High School students to pursue post-secondary education.
The 1st Place winner is also sent to our National Office to be considered for a $10,000 scholarship!

President Sloan called the meeting to order and lead the group in the Pledge of Allegiance.
TREASURERS REPORT: Tom Glines gave the report in Shar’s absence. There is currently $24,000 in the Checking account and around $23,500 after outstanding checks have been received. The Gobbler Gossip cost $7,500 in 2008 and $5,600 in 2009. The Annual Audit will be conducted after the Annual Board Meeting and before the next Board Meeting in 2009. (Note this will be once the newly appointed Treasurer has had a chance to get acquainted with the process).
SPONSORS REPORT: Dick Snyder reported that he had received $27,940 from all Sponsors with a profit of $14,567. We had 92 more sponsors than last year. The State Chapter should have approximately 200 sponsor gifts left. Motion to drop the State Sponsor extra incentive gun (cost $1,150) was made and passed.
SERGEANT OF ARMS REPORT: Larry Stcynske reported that he is still waiting for the RDs to get inventories of their equipment. He is still looking for a license for one trailer. Wayne Wiener has the Blind Trailer at his place and would look at the license on that trailer.
FALL RAFFLE REPORT: Steve Hanson gave a history of the amount of tickets printed. Last year was the first year of having to print extra tickets, so this year we printed up 15,000 in the first run and again had to print up more (most did not get used). Next year we will probably print 20,000 tickets and that should be a great plenty. Steve would not know the amounts until after all the tickets have been turned in, but early indications look good. (NOTE: actual amount of tickets sold was 6441).
NATIONAL BUS TRIP: Steve Hanson reported that the Bus Trip had been cancelled due to the lack of participation and the cost. Discussion about a Raffle Package for taking the bus was discussed and might be an incentive for future trips.
SPORT SHOW REPORT: Tom Glines reported that the Northwest Sport Show has given us a room off the main hall. It will be called the Wild Turkey Room. The show runs from March 12-15 and volunteers will be needed to man the room.
MOHA REPORT: Kelly Niemeyer reported that the Legislation was setting their agenda for 2009. The sale of WMA’s would be the biggest issue. The lead ban for all hunting would be another big issue. MOHA will support whatever the evidence leads to. There was a discussion about the lead ban, it was agreed to wait on this issue until National has a chance to weigh in on their views. The Dove Season Ban would also be a big issue again. There is talk of setting up a Minnesota Sportsman Caucus, more on that soon.
SEED CORN REPORT: Wayne Wiener reported that the Seed Corn is a go again this year for $10 / bag. This is Round-up Ready Corn and would be delivered to 2 spots with-in the State. There might be alfalfa seed available too.
SCHOLARSHIP REPORT: Larry Stcynske will be doing the State review again this year; the Scholarships are due to him by February 1. Each Chapter can still give out Scholarships on their own.
STAFF REPORTS: Biologist Dave Neu: Dave reported on the LCMR Grants, Phase 4 has $15,000 left for land acquisition. Phase 5 was for $70,000 for Bluffland restoration work and $15,000 for trees and planting for the Des Moines River Valley. Phase 6 was approved for $70,000 and $15,000 for trees. There won’t be a 2009 Heritage Enhancement Grant.
He has been going to Outdoor Heritage Meeting for getting Grants and hoping for Partners and what to do. He will be trying to get farmer’s addresses to Trap and Transplant turkeys from WI during the last week in January.
National needs a letter of endorsement from the State President for the North American Turkey Plan he wrote in 2006 that the Board approved. Dave will write the letter for Marlo and Marlo will sign and send it in.

RD Cara Madsen: Cara reported that she now has 6 chapters under her new responsibilities as an RD. Due to the changes made from National on all the outreach programs, she will have 14 Events this year and the rest will go to the RDs for that area.
RD Steve Merten: Mentioned that the chapter has paid back the $900 they borrowed and he too is getting ready for the Banquet Season.
RDs Tom Glines: Tom mentioned that this years Youth Hunt will involve 500 kids and mentors for 2009.
DNR UPDATES: Bill Penny and Eric Dunton reported the following items.
The Trap and Transplant Program has been discontinued at this time. The DNR is stepping back until the 2010 Deer Hunters Turkey Survey Report has been completed to see where birds still need to be transplanted. If the transplanted birds can supplement the areas themselves no further T&T will take place. If areas need to be supplemented then 25 birds will be transplanted to those areas. Currently 25 birds (a standard release) from WI will be moved to an area of need. WI is reluctant to give us any more birds if we have stopped our own T&T Program. The DNR Turkey Personal and the RDs did meet and the NWTF was told they were suspending the T&T Program at this time. They passed out a map with the latest turkey information; the map showed the 2008 turkey observation points from around the State. It showed the movement of the birds from the release sites and their expansion. A long discussion followed.
They talked about the latest College Student study in which he reports the Survival rate between the first year releases and the second year. The first year survival rate is around 24% while the second year is 76%. This is due mostly to the knowledge of the area and finding the food sources.
A survey conducted of Landowners found they are initially willing to accept the turkeys in their area. They will go back in 5 years and conduct another survey to see if those attitudes have changed.
They did a study in 2006 and 2007 to find out the home range of the wild turkeys. They found that a bird moves between 600 to 750 acres (about 1 square mile) during the winter and 1300 to 3000 acres (1 to 3 square miles) during the summer months.
They thanked the MNNWTF for donating $4000 for a Food Study. This study will analyze the food intake of turkeys in the agricultural verses the forest areas. It will find out what they eat and how well they survive through the winter. Unfortunately the only way to truly get these facts is to kill the birds and analyze and fat content and the food intake.
They discussed the Legislative Plans for the upcoming year – They are talking about getting more opportunities to hunt turkeys. Dogs for Fall Hunting. Making it illegal to bait Turkeys (most of us thot it was illegal already). Consolidating Permit Areas into larger Zones, growth verses stability and combine 4 or 5 Zones into 1 bigger Zone. Trying to get an Over-the-Counter License for the last 2 Time Periods for the Spring Hunt and an Over-the-Counter Fall permit for both Time Periods. Youth (17 yrs and under) beginning in 2010 will be able to purchase a Spring License Over-the-Counter in all Zones over 25 permits after Time C. Tom Glines will be sending out a report on all these issues.
OLD BUSINESS: None at this time.
NEW BUSINESS:
A By-Laws Committee was set up to review our State By-Laws. Larry Stcynske will Chair the Committee as Sergeant of Arms, Steve Hanson, Kelly Niemeyer and Warren Robertson will also serve on that committee.
The RDs will be receiving new Chevy Colorado pickups with toppers. These pickups will be provided by National and cost each RD $125/month for personal use. National will give each RD a gas card and pay all the other costs associated with a fleet of vehicles. The problem is that the new pickups will not pull the current trailers. We will need to buy new trailers for each RD and sell or trade in the old ones. Motion to buy 4 new trailers (Cara’s trailer is small enough) with a cap of $3,000/trailer was made and passed. Marlo, Larry and the RDs will investigate and if that isn’t possible will return at the next Board meeting with prices for both the old and the new.
Each RD would like signs made up for the Banquets that say, Raffle Prizes, Live and Silent Auctions Items, etc. The signs will cost $12.00/ sign and they would need around 70 signs. Motion was made and passed to spend approximately $840.
Special thanks were given to Ralph Koellen and Andy Illies for their service on the Board.
Hearing no other business a motion was made and passed to adjourn the 2008 Board Meeting and reconvene the 2009 Board Meeting.

The Sergeant of Arms conducted the elections of Officers. Marlo Sloan was elected President Jerry Jenkins was elected Vice-President Steve Hanson was elected Secretary Eugene Crandall was elected Treasurer Larry Stcynske was elected Sergeant of Arms
President Sloan appointed Kelly Niemeyer to fulfill the vacant position on the Super Fund.
Dick Snyder was appointed to continue as the Sponsor Chairperson. Motion to adjourn the meeting was passed.

LAND ACQUISITION
REQUEST No. 1: Zumbro Valley Gobblers requested a donation top purchase an 18 acre tract in the middle of state forest land. This would create a connection between the State lands. Motion was made and passed to donate $5,000.
REQUEST No. 2: The Upper Minnesota and Redwood River Chapters are requesting money for a 262 acre tract. This area has a RIM match of $294,000 and might also receive an LCMR Grant. Motion to table this until further information was received.
HABITAT ENHANCEMENT
REQUEST No. 3: Dead Moose River Chapter is requesting $1,400 for trees and shrubs and $812 for planting them in Aitkin County. The Board wasn’t sure where this planting was going to take place, might be on private land so the request was tabled.
REQUEST No. 4: The Tall Pine Toms in Wadena County is requesting $1000 for clover seed to plant along the trails of harvested tree land. Motion for $1000 was passed.
REQUEST No. 5: Pine County Thunderin’ Toms is requesting $3,632 for fencing and posts to place around young red oaks that were planted several years ago. The fencing would protect the trees from deer depredation. They are asking for $150 in rental equipment, $1490 for posts and $1992 for fencing. Due to the lack of information on how many trees would be protected and how large of an area, this motion was tabled.
REQUEST No. 6: The Long Spurs of Sunrise River and Chisago County are requesting $10,000. $5,000 would be used to remove invasive plants including buckthorn and honeysuckle and another 45,000 for planting native grasses. This is backed by the Chisago Soil and Water Department. It was tabled due to the lack on information about the benefits to the wild turkey and Dave Neu hadn’t had a chance to review the request.
REQUEST No. 7: The North Country Spurs submitted a request for an ATV to be given to the Soil and Water Department. The Pine County Thunder’ Toms submitted a request for seeding equipment to be given to the Soil and Water Department. No action was taken on either request due to lack of information.
REQUEST No. 8: Dave Neu requested a variety of seed to be used for different projects at different sites around the State. Motion to appropriate up to $1000 at $20/bag was approved.
WHEELIN’ SPORTSMAN
REQUEST No. 9: The Miracle Lodge is requesting help for an Adult Turkey Hunt. They will also be doing a Disabled Vets (Wounded Warriors) Turkey Hunt. Motion to give each hunt $1,500 for a total of $3,000 was made and passed.
REQUEST No. 10: A motion to give the 2009 Camp Ripley Disabled Veterans Turkey Hunt (even tho no request had been made yet), $3,500 was made and passed.
TRAVEL
REQUEST No. 11: Motion to give Tyler Quanct, the Conservation Officer of the Year, travel expenses up to $750 to attend the National Convention in Nashville was passed.

2009 North Star Open Calling Contest Winners
